The Kuala Lumpur Regional Crisis Centre (KLRCC) established a robust 24-hour contact number in June 2002.  The telephone number is +603.2031.3130.  The required notification criteria is straightforward.  A notification is required “anytime an IMT and/or BST is activated within the Region”.  This notification serves a two-fold purpose.  First, to provide assurance to Regional Leadership that the response to the incident will proceed in a proactive manner and second, to provide assurance that all relevant parties are notified in a timely fashion.  This contact number currently provides a “single point-of-contact” for Chemicals transportation emergencies and will provide the same capability for IST/Shipping in the future.
